Quebec Immigrant Investor Program – Immigrating Canada as Investor
To immigrate to Canada as an investor, the Quebec Immigrant Investor Program is the best immigration program. With net assets of around CAD$2 million, foreign investors may be eligible for permanent residence by applying for investment through the Quebec Immigrant Investor Program.
Quebec is basically the French-spoken province and there is no such requirement to have proficiency in the French language for the application. When choosing applicants, language proficiency might be preferred.

The ability and willingness of investment in the Quebec province determine the eligibility of a person to apply for the Quebec Immigrant Investor Program. An applicant should have CAD$2,000,000 minimum as net assets along with a record of investment of over CAD$1,200,000 for five years with Investissement Québec – Immigrants Investisseurs Inc.
The applicants should also prove that they have 2 years of management experience minimum over the 5 years after their application for the Quebec Immigrant Investor Program. The experience should be based on management, planning, and control of human, financial and material resources. All applicants are required to sign an investment contract with any financial intermediaries in Quebec.
For permanent residence with immigration programs, all applicants should show that they have a proper understanding and knowledge of Quebec values, as of January 1, 2020. For doing this, applicants need to complete a Quebec values related course or a Quebec values test.
Application Requirements
All applicants have to submit the applications during the given intake periods for the Quebec Immigrant Investor Program (QIIP). The Immigrant Investor Program is currently closed. The immigration ministry will soon release further details. New permanent residents have to undergo a 2-step application process –
Selection – The selection is based on the provincial level. All applicants are required to apply for Quebec Selection Certificate/ Certificat de sélection du Québec (CSQ) to the Quebec province.
Admission – It takes place at the federal level. Applicants must apply with CSQ to the federal government for permanent resident status. Applicants have to undergo a medical exam as well as police background inspection to ensure their entry to Canada.
After seeking approval of the application at both federal and provincial levels, an applicant may seek approval for the status of permanent resident in Canada.
